Keystone Municipal Engineering, Inc. is owner by Thomas Fountain, P. E., and Richard O’Brien, BCO.

The partnership formed an engineering company to serve the needs of municipal clients in Pennsylvania. They recognized a need for oversight and enforcement of municipal regulations that was underserved by the professional consulting services in the area.

Rich and Tom each have more than 20 years experience in the municipal administration business, and their staff also has extensive experience in these areas.
